According to Prime Minister Benjamin Netanyahu, the second phase of Israel’s war on Gaza has two goals: the destruction of Hamas’s military and government capabilities, as well as the release of captives, some of whom were seen in a Hamas video on Monday. But how will the hostages affect Israel’s calculus, and to what extent are they a priority?
