The International Court of Justice rejects Ukraine’s accusations and considers that Russia did not “finance terrorism” by arming the separatists in Donbass.

The International Court of Justice considers that Russia did not “finance terrorism” by arming the separatists of Donbass but should have investigated possible violations of international law.

In its judgment, the Hague court also rejects Ukraine’s complaint concerning the convention on discrimination while criticizing Moscow for not not having taken sufficient measures to ensure the teaching of Ukrainian in the occupied territories.

Ukraine brought the case before the United Nations judicial body in 2017.

The Hague court has handed down its judgment and also criticizes Russia for not having investigated possible terrorism.

Anton Korynevych, Ukraine’s lawyer at the ICJ: “So it is important that under both conventions there are violations by the Russian Federation. And this is the very first time that the Federation of Russia is labeled officially, legally, as a violator of international law, so that’s a great value, and we really hope and understand that that will be an important cornerstone for us to move forward in our next affairs. Particularly before this court, but not just before other courts, in other jurisdictions.

In this case, kyiv accused Moscow of being a “terrorist state” and of having supported the separatists of Donbass to prepare its invasion.

According to the International Court of Justice, only money transfers to suspected terrorist groups can be considered support for terrorism.

The UN judicial body concludes that “the alleged supply of weapons” to “armed groups in Ukraine” is not a violation of the international convention on the financing of terrorism.
