The incident occurred on Water Street, in the city center, where images seem to show the vehicle to accelerate while it died towards people on both sides of the street.
A 53 -year -old man, described by Merseyside police as being white, British and from the Liverpool region, was arrested on the scene.
At least 27 people were transported to the hospital, and 20 others were treated on the spot for minor injuries, an unknown number later went to the city’s hospitals. Four children would be part of the injured.
