While the legislators debated a bill supported by the opposition to declare a social emergency, the demonstrators demanded better access to essential services such as education, health care and rehabilitation.
Supporters of the bill say that current austerity measures under the presidency of Javier Milei have left vulnerable groups without support.
The legislation also offers punctual payments to service providers and faster access to public funds.
The president has already expressed his intention to put his veto to the bill if he obtains enough approval at the congress.
