Ukraine: an open investigation for abuse of power against the Minister of Defense

The Ukrainian national office against corruption is investigating the Minister of Defense, Roustem Oumerov, for abuse of presumed power, after he canceled a decision of the board of directors concerning the procurement of markets.

The Ukrainian National Bureau to Combat Corruption (NABU) has launched an investigation into the Minister of Defense, Roustem Oumerov, for abuse of power and functions, according to the media.

The scandal broke out last week when the supervisory board of the Defense Equipment Acquisition Agency (DPA) voted unanimously for one year’s extension of the mandate of the current director, Maryna Bezroukova.

However, Roustem Oumerov canceled the Council’s decision last Friday, declaring that he would not renew Ms. Bezroukova’s contract at the head of the DPA.

He invoked allegedly unsatisfactory results and appointed Roustem Joumadilov, who also directs the state logistics operator (DOT), a company responsible for buying supplies for the Ukrainian army, among other things.

The DPA was created to coordinate weapons purchases for the Ukrainian army, which lacks equipment, in order to eliminate intermediaries and minimize the risk of corruption.

In a statement made on Friday, Roustem Oumerov said the agency was “inexplicably transformed into “Amazon”“And that its orders were too visible to the public. Ukraine has long sought to keep confidential the details of its weapon purchases.

The Minister of Defense also dismissed two members of the agency’s supervisory board, including Taras Chmout, from the fund, from their office “Come back alive “and Yuriy Dzhyr, former defense minister.

A complaint filed by the Center for Anti -Corruption Action

Following the Roustem Oumerov decision, the Ukraine anti -corruption action center filed a complaint with the NABU in order to open an investigation against the Minister of Defense, suspected of abuse of power for refusing to comply to the DPA decision.

Meanwhile, the situation at the Ministry of Defense has drawn the attention of the international community.

In a joint declaration, the G7 ambassadors called for a rapid resolution of the case, the implementation of governance reforms and membership of the principles of NATO.

According to Ukrainian law, supervisory boards can unilaterally hire and dismiss the managers of state companies. This means that legally, after the council’s vote, Maryna Bezroukova should remain at his post at the DPA for an additional year.

However, due to the changes to the agency’s charter recently by the Ministry of Defense, which oversees the DPA, the ministry has the power to cancel the decisions of the supervisory board.
