The pileup occurred Thursday in a dense fog and by low visibility on theNorthern Marmara Highway in the province of Sakarya, 150 kilometers from Istanbul.
A vehicle is said to have struck a truck, triggering chain accidents at the rear, said Sakarya Governor Yasar Karadeniz.
Authorities believe some passengers were killed when they left their car and were struck by another vehicle.
Seven injured are in serious condition.
An investigation is underway.
