Text of the Egyptian proposal for a ceasefire in Gaza and the exchange of detainees and prisoners | News


Tel Aviv Tribune Net obtained the text of the proposal presented by the Egyptian Intelligence Service to the delegation of the Islamic Resistance Movement (Hamas), which recently visited Cairo, headed by the head of the Hamas Political Bureau, Ismail Haniyeh.

The Egyptian framework and proposal for a ceasefire in the Gaza Strip and reaching an agreement regarding the exchange of Israeli detainees in the Gaza Strip and Palestinian prisoners in Israeli prisons is based on three main stages as follows:

  • The first stage:
    1- It includes a humanitarian deal extending from 7-10 days during which Hamas will release all of its civilians, including women, children, the sick, and the elderly, in exchange for Israel releasing an appropriate, agreed-upon number of its Palestinian prisoners, as follows:
    A- A complete ceasefire in all areas of the Gaza Strip on both sides, the redeployment of Israeli forces away from the vicinity of population centers, and allowing the freedom of movement of citizens from south to north, as well as the movement of cars and trucks, at a time when Hamas is committed to stopping all forms of operations against Israel.
    B- Cessation of all forms of Israeli air activity, including marches and reconnaissance aircraft, in all areas of the Gaza Strip.
    C- Intensifying the introduction of humanitarian and relief aid (medicines, medical supplies, fuel, food) into all areas of the Gaza Strip, especially between Gaza and the northern Gaza Strip.
  • The second phase:

    2- The second phase includes the release of all female soldiers detained by Hamas in exchange for a number agreed upon by both sides of Palestinian prisoners detained inside Israeli prisons, as well as the handover of all bodies held by both sides since the start of operations on 10/7/2023. This phase extends for a period of (7 days). ) according to the standards and procedures in the first stage.

  • third level:

    3- During which negotiations will take place for a period of one month regarding Hamas’ release of all its Israeli recruits in exchange for Israel releasing a number agreed upon by both sides of the Palestinian prisoners inside Israeli prisons, provided that during this stage, Israeli forces will be redeployed outside the borders of the Gaza Strip, with the continuation of Cessation of all air activities and Hamas’ commitment to stop all military activities against Israel.

    Determinants of implementing the proposal:

    4- Suspending the fire between the two sides for a period of 48 hours before implementing the proposal to agree on the names of those released within the first and second stages, whether from Israel or from Hamas, through indirect negotiations to be held in Egypt between the delegations of Israel and Hamas, with Egyptian/Qatari/American participation.
    5- Agreement from one stage to another shall not be concluded except after all the procedures of the previous stage have been implemented.
    6- Once Israel and the Hamas movement agree on the proposal and the lists of names exchanged, implementation of the agreement will begin once this is agreed upon.
    7- The commitment of both parties to the time limit for negotiations in the third phase, and once an agreement is reached, it will be announced simultaneously with the announcement of a complete ceasefire in the Gaza Strip.
    8- Egypt, Qatar, and the United States will assume responsibility for coordinating the formation of a non-factional, political government (technocrats) that will assume the administration of the Gaza Strip and the West Bank once a complete ceasefire is announced.
    9- The agreement is implemented with a guarantee from Egypt, Qatar, and the United States.

Tel Aviv Tribune learned from informed sources that Hamas did not reject the proposal, and decided to study the proposal in consultation with the interior leadership, despite its well-known position of refusing to complete the exchange deal until after the complete Israeli withdrawal from the Gaza Strip.

I also learned that Egyptian intelligence consulted with Israel and America regarding the proposal, while no information was available about Qatar’s participation in it, although it ruled out Qatar’s participation in it.

Haniyeh visited Cairo last week at the head of a delegation of Hamas leaders, to hold meetings with Egyptian officials regarding the ceasefire in the Gaza Strip and the exchange of prisoners with Israel.
