The opposition accuses him of refusing to appoint three judges to the Constitutional Court.
The body must validate or invalidate within six months the December dismissal of the president Yoo Suk Yeol.
The decision is taken by a two-thirds majority of the Constitutional Court. However, three of the nine judges of the Court have retired and their seats are vacant.
Han Duck-soo explains that he is first and foremost Prime Minister. The 75-year-old believes he must, as interim president, “refrain from exercising the most important exclusive presidential powers, including appointment to constitutional institutions.”
If opposition impeachment motion passes, Finance Minister Choi Sang-mok would become acting president.
