On Tuesday, May 13, an Israeli delegation arrived in Doha that includes the deputy director of the Public Security Agency (the Shin Bet), the hostage envoy Gal Hirsch, the Advisor to the Prime Minister for Foreign Affairs, Ouer Falk, representatives of the Mossad and Israeli army intelligence in order to hold indirect talks “without preconditions” with representatives of the Islamic Resistance Movement (Hamas).
Egypt, Qatar and the United States (intermediate states are hoped for the ceasefire negotiations and the exchange of prisoners) and the “Hamas” movement to reach an agreement that stops the genocide in the Gaza Strip and allows the introduction of aid to it and its reconstruction, at a time when the Israeli occupation army began to escalate its aggression against the Strip within a new military campaign called “Gideon’s vehicles”.
Is it possible to consider what is going on in Doha a path of a deal? What is the position of the different parties from it? Are there pressure to make it successful?

Previous experiences of the many negotiations between Israel and Hamas indicate that Israel has not been serious in completing a ceasefire and prisoner exchange, especially its Prime Minister Benjamin Netanyahu. This is inferred from the intensification of the occupation army campaign to exterminate the group on the Strip within the “Gideon” operation, which Israel is seeking to occupy the entire Gaza Strip, according to what the Israeli Broadcasting Corporation quoted its sources earlier this month.

It is also evidenced by what was previously quoted by Al -Jazeera from sources that the Israeli delegation in Doha is not authorized by sufficient powers to decide on the outstanding issues regarding a deal, which indicates that the aim of these talks is to spoil the ashes in Laayoune and prolong the war to achieve political gains for Netanyahu and silence the voices of the Israeli prisoners’ families demanding a comprehensive deal that stops the war and releases the prisoners.
However, the Israeli channel “Kan” stated that Hamas and Israel agreed to hold these negotiations without mutual conditions, in an attempt to achieve any progress in the troubled talks, and the leader of the Hamas movement, Taher Al -Nono, confirmed that a new round of indirect talks with the Israeli delegation began on Saturday (May 17) in Doha to discuss all cases without “preconditions.”
The American site also reported that the Israeli negotiating team recommended Netanyahu to move forward with negotiations, noting that there is an opportunity to reach an agreement.
2- What is the Israeli position?
The Israeli position on these negotiations is still not clear because it is taking place amid a campaign of extension in the Gaza Strip that leave more than 100 martyrs, yet Israeli officials told Yedioth Ahronoth newspaper that the Israeli government gives negotiations a real opportunity, and the final decision is expected to take this evening Sunday.
According to the newspaper, the Israeli officials said they were open to the minor changes to the framework set by the American envoy Stephen Witkev and reject any fundamental amendments.
They pointed out that Netanyahu wanted to release all the prisoners in Gaza without stopping the war, especially as he held consultations with Defense Minister Yisrael Katz on negotiations with the possibility of expanding the fighting in Gaza.
In this direction, Israeli National Security Minister Etamar bin Ghafir, who criticized the potential deal, called on Netanyahu to return the negotiation team from Doha and start a wide operation in Gaza, and alluded to withdrawing from the government when making a deal and said that “Netanyahu knows the red lines and I hope we will not reach it.”

In addition, Israeli Army Radio quoted security sources that the army continues to carry out the attacks in Gaza, and Israel gives Hamas a short period to reach a deal, and said that if it is not reached, the military operation will officially begin, noting that its first stages have already begun by intensifying military operations in the Strip.
3- What is the position of Hamas?
Reuters news agency quoted the leader of Hamas, the purification of Al -Nono, as confirming that indirect negotiations with the Israeli side in Doha discuss all issues from “without preconditions”, noting that the stage of partial deals has ended.
The Israeli news website “Walla” quoted sources that Hamas agreed to a discussion that allows each party to present its position on the prisoner deal and a ceasefire.
The leader of the Hamas movement, Mahmoud Mardawi, said that the negotiations are taking place extensively in Doha, stressing that the movement’s demands have not changed, foremost of which is the endowment of the aggression, the withdrawal of the Israeli army and the reconstruction.
In a previous statement, the movement said that the negotiating operation aims to stop the aggression, withdraw the occupation and release the prisoners, adding that this is “what Netanyahu is evading” who sees the calm merely a tool to buy time and resume the war, according to its expression. In another statement, I also warned of the consequences of not carrying out the understandings that were reached with the American side.
4- What is the American position?
For the United States, US Secretary of State Marco Rubio expressed to the “CBS” news that he would hear good news soon about Gaza, and said he believed that some obstacles still exist.
He pointed out that Washington did not stop seeking a peaceful solution in Gaza that protects Israel’s security and ends Hamas’s rule, he said, but he expected that Israel will continue its military operations in the Gaza Strip in the absence of an agreement.
The US President’s envoy to the Middle East also met Stephen Wittakov and the American hosting envoy Adam Bouhler at the Israeli delegation in Doha on May 14 in order to pay the wheel of talks, before he left it the next day.

Earlier, Wittakouf said in a meeting with the families of the Israeli prisoners in Tel Aviv that had it not been for his belief that he and Bouhler had a real opportunity to advance in the negotiations, he would not head to Doha, while Bouhler expressed his conviction that there was a high possibility to reach an agreement on Gaza, but he indicated that the final decision remains in the hands of Israel, according to what Haaretz reported.
As for US President Donald Trump, he said in last Friday’s comments that he does not know whether Netanyahu was able to sign an exchange and direction of the prisoners, and that he will discover this very soon.
5- Are there international pressure that may affect the course of the war?
According to the Yedioth Ahronoth newspaper, quoting Israeli officials, the negotiating parties in Doha face increasing international pressure to reach an agreement, noting that the Israeli government gives negotiations a real opportunity and that it is expected to make the final decision on Sunday evening.
The campaign of popular and official European criticisms that demand Israel to stop the war of genocide and allow the entry of aid to the sector, especially from the leaders of Spain, France and Italy, as well as strong demands from the Secretary -General of the United Nations and many international and humanitarian organizations, but what is going on on the ground does not suggest any effectiveness of these pressures on Israel.
In conjunction with Trump’s visit to the Gulf states, during which the Palestinians of Gaza promised a “better future and ending hunger”, Israel intensified the pace of genocide in the Strip and committed dozens of horrific massacres.
