An internal secret report revealed that Google has signed a contract with the Israeli government as part of a project known as “Nimbus” for advanced cloud computing technologies, despite its awareness that it will not be able to control how this project is used, which may expose it to legal accountability, according to the Intastic website.
The secret report emphasized that the quality of cooperation between Google and the Israeli government, including the participation of sensitive information and the coordination of joint work mechanisms, is a precedent in the history of Google’s dealings with foreign governments.

The site, quoting the report, stated that the team was designed “to receive information from Israel, which cannot be shared with Google.”
He added that the contract obliges Google to inform Israel about any external investigation attempt on the project, and to reject or resist any legal requests from foreign governments unless Israel agrees.
The site pointed out that Google was concerned that its cloud tools and artificial intelligence techniques may be used to commit violations against the Palestinians, especially in the West Bank and Gaza Strip, which poses a legal threat and a threat to Google’s reputation.
Project details
The site said that the “Nimbus” project is based on an expanded contract announced in 2021 concluded by the Israeli government with Google and Amazon, and aims to provide the Israeli security institutions, including the army and intelligence, with advanced cloud computing services and data storage and processing tools.
He explained that the project includes building data centers inside Israel, which is subject to the rule of Israeli law, which prevents Google from monitoring or controlling the nature of the Israeli authorities.
According to the secret report, an external advisor used by Google warned of the delivery of automated learning and artificial intelligence technology, considering that this may contribute to mass human rights violations.
However, Google accepted the risks due to the estimated financial returns of $ 3.3 billion in 4 years (2023-2027), according to the site.
Strict restrictions on Google
The secret report revealed – according to the site – in explicit terms about the restrictions imposed on Google within the “Nimbus” project, where the company will have a “very limited knowledge” on how to use the software it provides to the Israeli government.
It is also not allowed to “restrict the types of services or information that the Israeli government chooses, including the Ministry of Defense, or to interfere in the use of security and technical ministries for these services”, even if there are indications of Israel’s abuse of technology.
The site stated that the contract allows the Israeli government to extend the project up to 23 years, and it is difficult for Google to withdraw even if clear violations of human rights or international law appear.
According to the secret report, “Nimbus” is subject to the laws of Israel only, which means that Google cannot cooperate with any international investigations related to the use of its technology.
