The study covers 1,500 messages published on the Reddit, Telegram, YouTube and X (formerly Twitter) platforms in four countries: Bulgaria, Germany, Italy and Sweden. She points out the lack of effectiveness of moderation.

People of African origin, Roma and Jews are also particularly targeted.

The EU Agency for Fundamental Rights recommends in particular that platforms pay particular attention to messages of a sexist and racist nature in their moderation efforts, provide more training to police officers, or even use artificial intelligence to detect hateful publications.

Regulations in the EU

The Digital Markets Act (DMA) and the Digital Services Act (DSA) plan to limit the economic domination of large platforms and the online distribution of illicit content and products.

The DSA applies to online platforms and search engines with more than 45 million users in the European Union since August 25, 2023.

In particular, it requires them to suspend, for a reasonable period and after warning, the provision of their services to users who frequently distribute illicit content.

In the event of a violation of the DSA, the fine imposed on the platform cannot exceed 6% of its annual global turnover during the previous financial year.

In the event of serious and repeated breaches by a platform, a temporary restriction of access to the service may be applied.
