The Israeli Broadcasting Corporation said – on Saturday – that the military and security leaders are holding discussions regarding the impact of the “Nuseirat Operation” on the prisoner exchange deal, noting that officials participating in the negotiations stress that it must continue until an agreement is reached with Hamas.

The Commission quoted sources participating in the negotiations as saying that in the end, the majority of the prisoners will be released only through an agreement with the movement.

It also quoted informed sources as saying that the process of retrieving detainees from the Nuseirat camp was approved after Israel realized “Hamas’s lack of interest in the deal,” adding that the possibility of resuming negotiations in the near future is very slim.

Negotiation document

On the other hand, Tel Aviv Tribune obtained a copy of the “document of basic principles for the exchange deal and the return of sustainable calm” in the Gaza Strip, which is the basis of negotiations between Israel and Hamas, about a week after US President Joe Biden announced what he called the “Israeli proposal” for a ceasefire.

The document talks about three stages, each lasting 6 weeks, and includes a timetable for the release of all Israeli detainees in Gaza, whether civilians or military, living or dead, regardless of the history of their captivity, and the release of an agreed-upon number of Palestinian prisoners.

It also calls for a return to what it described as “sustainable calm” to achieve a permanent ceasefire.

The document – according to what was monitored by Tel Aviv Tribune – appears to be a detail of some of the broad lines that Biden spoke about briefly, but the most notable difference between them is in stopping the war.

On the one hand, the American President spoke explicitly about a complete and complete ceasefire, while the Document of Principles stipulated a temporary cessation of military operations in the first phase, and a temporary cessation of military aviation and reconnaissance for 10 hours a day and 12 hours on days of prisoner exchange.

Partial withdrawal

Regarding the withdrawal from the Gaza Strip, the document talks about a partial withdrawal starting on the seventh day from the start of the implementation of the deal, while the Israeli withdrawal from the center of the Gaza Strip – specifically from the Netzarim axis and the Kuwait Roundabout – will not take place before the 22nd day.

As stated in the US President’s presentation, the document of basic principles stipulated that the ceasefire would continue as long as negotiations regarding the second phase continued.

According to the document, the second phase will begin with an announcement of the restoration of what it described as sustainable calm, then the release of all the remaining surviving Israeli male detainees in exchange for a number of Palestinian prisoners, and will end with a complete and complete withdrawal of the Israeli army from the Gaza Strip.

The Document of Principles lacks any explicit and clear text on lifting the siege on the Gaza Strip. Rather, it only talks about “opening border crossings and facilitating the movement of people and the transport of goods,” which is one of the provisions of the third phase of the deal.

Recovering detainees

It is noteworthy that the Israeli occupation army announced – on Saturday – the implementation of an operation that enabled it to recover 4 prisoners through coordination between the Internal Security Service (Shin Bet) and the Special Police Unit from two separate areas in the heart of the Nuseirat camp.

The Israeli Broadcasting Corporation broadcast images that it said were from the shores of Gaza, showing the transfer of these detainees to army helicopters, noting that “gunmen” chased the car that carried the prisoners, opened fire on it and damaged it.

A statement by the occupation army stated that the four prisoners were among those detained from the Nova concert on October 7, indicating that their health condition is good, and that they were transferred for medical examinations to a hospital inside Israel.
