Questions arise over responsibility as Israel resumes bombing of Gaza.

Israel has resumed bombing Gaza after mediators failed to extend a seven-day ceasefire in the besieged territory. The airstrikes targeted homes and refugee camps in the north, center and south of Gaza.

Palestinians there were already suffering a humanitarian crisis. The United Nations says 80 percent of the population has been displaced and the health system has collapsed.

The Israeli army’s offensive raises questions of responsibility.

Prime Minister Benjamin Netanyahu said Israel was acting in self-defense after Hamas attacks in southern Israel on October 7, which killed 1,200 people.

It launched a bombing campaign of Gaza the same day, then launched a ground offensive, killing more than 15,000 Palestinians.

Under international law, Israel is the occupying power in Gaza and the West Bank and is required to protect the entire population there.

But Israel does not recognize Palestine as a state and says Hamas has bases in hospitals and residential areas, making them legitimate military targets.
