According to international law, the occupation is defined as the actual military hegemony on a land that was not subject to the original sovereignty of the occupied authority.
As for the term military control, it is usually used to describe the exercise of limited influence or authority on the lands of another country without applying to the state with all the obligations of the occupation.
Even if Israel does not officially announce that it occupies Gaza, the facts on the ground and the field reality alone are the standard for the description of actions and the definition of responsibilities in international law.
