Josep Borrell, High Representative of the European Union for Foreign Affairs and Security Policy, is once again visiting Kyiv in person this Monday, in a new demonstration of European support for Ukraine, at war with Russia since almost two years.

The head of European diplomacy returns to the Ukrainian capital four months after his previous visit in October, when the aid plan for the country was validated by the 27. On Tuesday, the European Council and Parliament reached a provisional agreement on a new financial instrument to help Ukraine meet the challenges of reconstruction and modernization.

This is the Ukraine Facility, a program under the European Union budget, released at the last European summit and endowed with 50 billion euros, which will be implemented between 2024 and 2027.
