Its objective: to reduce expenses and strengthen its own powers.
In front of the building, thousands of demonstrators protested against the president’s austerity policies.
They threw Molotov cocktails, cars were burned. Police responded with water cannons and tear gas.
The bill, if passed, must then return to the lower house.
