Three new fires broke out Monday in the northeastern district of Diber, 60 kilometers (37 miles) east of the capital, Tirana. A Cougar helicopter was used to reach some areas where rescuers could not reach. Albania received help from the European Union, with Canadair planes flying in from neighboring Greece. Summer fires are common in Albania because of the heat, but some of them were likely started. Authorities arrested at least one person accused of starting a fire in the south.
